Welcome to CharterSAFE

The CharterSAFE mission is to protect and support its members in operating safe high-quality schools. CharterSAFE is a self-insurance pool that was created by charter schools for the sole purpose of providing customized, authorizer-compliant and affordable insurance. CharterSAFE is owned and controlled by its members and the organization is a public entity belonging to the charter school movement. Members elect the CharterSAFE board of directors who, on behalf of the membership, establish policy and oversee CharterSAFE operations. CharterSAFE is committed to you, your students and parents and the charter school movement.

CharterSAFE ensures that individual schools that previously obtained insurance from commercial brokers, now have affordable access to lines of coverage that are specific to charter schools. Since member schools pool their purchasing power CharterSAFE is able to attract A.M. Best 'A rated' insurance carriers who offer broader coverage, higher limits, and rate stability over time.

In addition to insurance coverage, CharterSAFE offers member schools on-site human resources and safety training to help prevent losses and control insurance costs. CharterSAFE risk management services include online training through in2vate (www.in2vate.com/chartersafe) and SafeSchools (www.safeschools.com) that enable member schools to meet and track mandated training obligations. Member schools are also able to use an anonymous crime reporting service through WeTip (www.wetip.com).  These services are provided at no additional cost to member schools.

CharterSAFE lines of insurance coverage include but are not limited to:
  • Workers' compensation
  • General liability
  • Educator's legal liability
  • Property
  • Auto liability
  • Crime
  • Employment practice liability
  • Fiduciary liability
  • Errors and ommissions
  • Student accident

When it was established in 2004, the California Charter Schools Joint Powers Authority (CCS-JPA, DBA CharterSAFE) consisted of 60 schools. It has successfully grown its membership to more than 530 school locations, including startup, non-site based, large, small, and charter management organizations.
To more clearly reflect its mission, the CCS-JPA elected to change its name to CharterSAFE in 2012. Your coverage and access to services remain the same.

What People Are Saying

“As an administrator of a brand new charter school last year, CharterSAFE provided exceptional services, with little more than a few hours notice in some cases. CharterSAFE staff is friendly and helpful, and I would HIGHLY recommend CharterSAFE to any charter school who wishes to take the hassle out of insurance coverage for their school!”
 – Katharine Wylie, Three Rivers Charter School

“Effectiveness and efficiency is a high priority for our HR Department, so when CharterSAFE sent HR professional Sharon Stull, J.D. to offer professional guidance and HR expertise to conduct an internal audit for us, we jumped on it. Her audit helped strengthen our organizations overall HR management, while also validating our areas of strength. Sharon even offered her assistance in management level training.”
 – Rick Piercy, Chief Executive Officer, Lewis Center for Educational Research

“CharterSAFE has been invaluable to ICEF, especially in the area of HR risk mitigation. The guidance, expertise and support of the JPA staff have allowed us to drastically reduce our exposure to the many risks associated with running public schools. Furthermore, their detailed efforts to help with our processes, procedures, employee handbooks and even some hiring decisions have significantly improved our risk management.”
 – Parker Hudnut, Chief Executive Officer, ICEF Public Schools
